我也遇到了这个问题，但我找到了另一个解决方案。

我发现用asp: placeholder标记包装代码块可以解决这个问题。

</asp:PlaceHolder>

(我使用的CMS是插入到头部部分从一些代码后面限制我添加自定义控制块与各种信息，如元标签等，所以这是唯一的方式，它为我工作。)
