按window + R(运行窗口打开)，在运行窗口类型“服务”。msc”和新服务打开找到实例名SQL SERVER在我的情况下，它是SQL SERVER(SQLEXPRESS)，然后启动这个服务，再试一次，它为我工作，希望它也为你工作。

如果以上解决方案都不起作用(对我来说都不起作用)，那么只需重新启动计算机，您就可以连接到sql server (localhost)。

在包管理器控制台设置启动项目到Web和默认项目后，我得到了它的工作。
